As others have pointed out elsewhere, policy is decided by the membership and the Federal Policy Committee, not the leadership or senior party figures.

In/Out EU Referendum is still Lib Dem policy
Further to our recent post here on Bracknell Blog regarding comments made by Ming Campbell about potentially abandoning the pledge, it is still Lib Dem policy, as Nick Clegg stated in an interview on Radio 5 live earlier this week to have an in/out referendum on membership of the EU.
