    Contrast and compare: (1)"Representatives from the Northern Arc Action Group (NAAG) walked out of a meeting with Bracknell Forest Council and other Binfield groups on Tuesday, last week saying that the council was acting like the plans for housing development had already been decided." and (2) "Bev Hindle, Bracknell Forest Council's chief officer for planning and transport said no decision had been made and there would be a chance for people to comment again on plans during the summer."
    We recognise that there is a democratic dysfunction here. There is no expectation of a mutually acceptable resolution. People vs local government lackeys. Where do the 'people' fit in to this debacle? Will the ConDem civil partnership sort this out? I think not.

    I was envoled in the consultancy on this, unfortunately I never had the time to fully provide my thoughts on this. The council do do quite extensive consultation (too extensive for a woking man).

    However I do not know how these consultations effect their over all plan. I expect there is something to be said for plans being decided.

    The ConDems as you call them are planning to give councils more power from the govt, how this effects housing is yet to be seen.
